Disciplinary Hearing November 14, 2023
Case Number: 2023-10 in the matter of Richardson v Justin Hall 11050
Complaint: The complaint alleges Hall failed to comply with a previously issued Board order which restricted Hall’s license from performing Respondent Hall’s license from having expertise in, or providing or offering to provide, structural inspection analysis, or forensic analysis until Respondent satisfied the Board that Respondent passed the NCEES Professional Engineer Civil Engineer exam with Structural emphasis.
Resolution: The Board found Hall in violation of Ark. Code Ann. §17-30-305(a)(1)(C)” “Failure to comply with this chapter, the rules of the board or an order of the board.” The Board voted unanimously to Revoke Hall’s Professional Engineer license. Respondent Hall Engineering Ltd.’s certificate of authorization was revoked.
 
Disciplinary Hearing March 12, 2024
Case Number: 2023-09 in the matter of Richardson v Ashley Bice, PE 13829
Complaint: The complaint alleges Bice stamped plans that were not his own work.
Resolution:  The Board found Bice in violation of Ark. Code Ann. §17-30-305(a)(1)(J), “Signing, affixing the professional engineer’s seal, or permitting the professional engineer’s seal or signature to be affixed to an instrument of practice that has not been prepared or completely checked by the professional engineer or under the professional engineer’s direct supervision or control.” Bice’s license was placed on probation for six months, required to complete a six-hour ethics course, and assessed a civil penalty of $5,000.
 
Consent Order
Case Number: 2023-18 In the matter of Richardson v Robert Townsend Holmboe
Complaint: The complaint alleges that Holmboe practiced engineering in the State of Arkansas without a PE license. 
Resolution:   Holmboe entered into a consent agreement with the Board admitting to violations of Ark. Code Ann. §17-30-102(b)(1) and Article 16(A)(1) of the Rules of the Board.  Holmboe was assessed a fine of $1000.
 
Consent Order
Case Number: 2024-01 In the matter of Richardson v Joeseph Kula
Complaint: The complaint alleges that Hula practiced engineering in the State of Arkansas without a PE license. 
Resolution:   Kula entered into a consent agreement with the Board admitting to violations of Ark. Code Ann. §17-30-102(b)(1) and Article 16(A)(1) of the Rules of the Board.  Kula was assessed a fine of $500.
