Report on Disciplinary Actions October 2022 – May 2023

Disciplinary Hearing‐November 8, 2022 - Case Number: 2021‐09 In the Matter of All Saints Catholic Church v Justin Hall PE 11050.

Complaint: The Complaint alleged that Hall misrepresented himself as a structural engineer, as well as negligence, incompetency, and misconduct in the practice of engineering. The Complaint alleges that the church paid Hall Engineering $2,000 without providing the Church with a usable product.

Resolution: The Board found Hall in violation of Ark. Code Ann. §17‐30‐305(a)(1)(K), which prohibits “engaging in dishonorable, unethical or unprofessional conduct of a character likely to deceive, defraud, or harm the public.” And was fined $2,000. The Board found Hall in violation of Board rules Article 20.B.(1), which states, “Licensees shall undertake assignments only when qualified by education or experience in the specific technical fields of engineering or surveying involved.” It is also a violation of

Board Rules Article 20.B(2), which states, “Licensees shall not affix their signatures or seals to any plans or documents dealing with subject matter in which they lack competence” and was fined an additional $4,000 for the violation. In addition to the fine, Hall’s Professional Engineer license No. 11050 was placed on “Suspended” status for four (4) months beginning November 9, 2022, and ending on March 9, 2023.
